Between AI-Militarized Governance and Human Civilization: Reflections on Europe, Japan, and the Future of Governance(原田武夫の”Future Predicts.” Vol. 83)

Returning from Europe, I am left with a profound realization.

The war in Ukraine, having lost a clear political exit, is no longer merely a regional conflict. It is visibly accelerating the emergence of what I would call AI-militarized governance — a new form of statecraft in which AI, autonomous systems, cyber operations, and continuous strategic optimization increasingly shape governance itself.

And yet, precisely because of this, the world now needs something fundamentally different.

Before optimization comes direction.

Before acceleration comes legitimacy.

Before AI amplifies systems, societies must decide — as humans — what kind of institutional order should exist in the first place.

This is why I increasingly believe that the future must not belong solely to AI-driven militarization, but to AI-enabled governance:

a framework in which institutional reconfiguration is consciously decided through human judgment, democratic legitimacy, social trust, and civilizational choice — with AI serving to strengthen and sustain those decisions, not replace them.

Ironically, it was by traveling far from Japan that I came to understand this more clearly.

At the very same moment, UN Secretary-General António Guterres visited Japan on the occasion of the 75th anniversary of Japan’s membership in the United Nations, expressing remarkable expectations toward the country — even stating that “nuclear abolition is in Japan’s DNA.” He was also received in audience by Emperor Naruhito.

This coexistence of intensifying militarized governance and renewed expectations for Japan’s normative role is not a contradiction.

It is the very reason why civil society stakeholders must step forward now.

There is still a narrow but meaningful path toward shaping governance that preserves humanity within the age of AI.

As I now return from Europe to Japan, I feel more strongly than ever that this is one of the defining tasks of our time.
